The Journal quotes people "familiar with the matter" for its report regarding the worst oil spill in U.S. history that left 11 people dead.
The newspaper says prosecutors are focusing on several engineers based in Houston and at least one supervisor at the British oil company.
Should employees of BP be held responsible? If so, are they going after the right people or should it have been the top brass like the CEO that take ultimate responsibility for their staff's actions?
