Hello,
The toolbar will not appear if you disable the HTML Web editor. After you log in, go to the "Member area" and click "My settings". Uncheck the checkbox for disabling the HTML Web Editor. Afterwords, the editor will appear on most screens.
In very rare circumstances, the toolbar will not appear because of the web browser or operating system that you are using.
